Transfer Payment Accountability Directive: Changes Nonprofits Need To Know About



Learn more about the proposed changes to the Ontario Government’s Transfer Payment Accountability Directive (TPAD) and how you can have your say on the rules that ministries and provincial agencies must follow when providing funding outside of the government.

It is almost impossible to go through even a day without encountering something that has been funded by a provincial transfer payment. Schools, universities, municipalities and hospitals all receive large amounts of funding through transfer payments, but so do numerous other organizations such as businesses, children’s aid societies, and of course nonprofits.

In support of Ontario’s commitment to open government, a public consultation is currently underway on the rules that ministries and provincial agencies must follow when providing transfer payment funding.  These are rules for the funders, not recipients.  However, as recipients, you understand the effect of government rules for transfer payment oversight, and the Corporate Policy and Accountability Branch (CPAB) of Treasury Board Secretariat is interested in receiving your feedback.

About the presenters:

Caleb Lance

Caleb Lance is a Senior Policy Advisor in the Corporate Policy and Accountability Branch, Treasury Board Secretariat and is the lead on the revisions to the Transfer Payment Accountability Directive. Caleb joined the Ontario Public Service in 2009 and has worked as a ministry advisor to provincial agencies and transfer payment recipients in the Ministry of Tourism, Culture and Sport and has provided policy expertise on a number of important initiatives, including the development of legislation, regulations and directives.  

Carol Pauker

Carol Pauker is the acting Director of the Corporate Policy and Accountability Branch, Treasury Board Secretariat. The Branch is responsible for providing policy leadership and strategic advice related to accountability and the operation of government.  Carol has worked in the corporate policy world for the last 15 years. She has also worked in the Ministry of Natural Resources and the Ministry of Labour.
